Sec. 2.
Management, operation and maintenance.
The management, operation and maintenance of the System shall be under the supervision
and control of the South County Sewer and Water Authority. The South County Sewer
and Water Authority, in performing all of its duties and obligations hereunder and
pursuant to the aforementioned agreement, is acting as agent for the Municipalities.
In this regard, the Authority may employ such person or persons in such capacity or
capacities as it deems advisable and may make such rules, orders and regulations as
it deems advisable and necessary to assure the efficient establishment, maintenance
and collection of rates and charges, and to assure the efficient management and operation
of the System.
